California AB 2881 Webpage Database

Introduction

This database summarizes findings from a comprehensive assessment of student-parent resource implementation across California's higher education institutions: California State Universities (CSU), California Community Colleges (CCC), and University of California (UC). The assessment examines compliance with Assembly Bill (AB) 2881, which requires institutions to provide accessible resources and support for student parents through dedicated web pages that are easily accessible from main campus websites. This evaluation was conducted between July and September 2024.

Background and Policy Context

AB 2881 (2022) requires CSUs and CCCs to provide priority registration for student parents by July 2023 and create accessible resource web pages by February 2023.

This July–September 2024 evaluation was conducted by Denise Mendez through her Cal STAR policy fellowship with the Urban Institute's SPARK (Student-Parent Action through Research Knowledge) Collaborative, funded by the Michelson 20MM Foundation. Inspired by Dr. Tina Cheuk's assessment methodology, this study systematically evaluated all California public higher education institution websites, assessing accessibility of information for pregnant and parenting students and compliance with AB 2881 requirements using expanded evaluation criteria.

Following these evaluations, Assembly Bill 2458, the GAINS Act (Greater Accessibility, Information, Notice, and Support) was signed into law on September 29, 2024, further strengthening requirements for supporting student parents in California higher education institutions.

Together, these evaluations offer a comprehensive snapshot of implementation progress as institutions work to comply with mandates and enhance support for student parents and their families.

Legislative Requirements 

AB 2881 mandates that each campus of the California State University and the California Community Colleges shall (and each campus of the University of California is requested to)

  1. Host a dedicated student parent web page that is clearly visible and easily accessible from a dropdown menu on the campus homepage.
  2. Include comprehensive information about on- and off-campus student parent services and resources:
    1. Description of the service or resource
    2. Location where the service is provided
    3. Point of contact (name, phone, email)
    4. Any eligibility restrictions
  3. Provide specific information about required resources:
    1. Priority registration for student parents
    2. CalFresh Program
    3. California Earned Income Tax Credit (CalEITC)
    4. Young Child Tax Credit (YCTC)
    5. Women, Infants, and Children (WIC) program
  4. Provide the student parent web page link during campus orientations and encourage faculty to include it in syllabi
  5. Review and update the web page before the start of each fall and spring semester/quarter
